A Spokane native, Bill earned a construction management degree from Minnesota State University. After two years with a large national general contractor, he joined the family business, working as a project manager and vice president. Upon the retirement of his father, Frank, in 1996, Bill assumed the role of president. He became CEO in February 2022. During his tenure, Bill oversaw an increase in annual revenue from $20 million to over $180 million, the establishment of a branch office in the Tri-Cities, and the adoption of Lean construction practices—an approach that continues to transform the way Bouten delivers projects. Bill is actively involved with Greater Spokane Incorporated and serves on the University District Development Association’s board of directors. He retired from Bouten in 2024.
