Bouten was brought in on the project prior to design to lead the preconstruction and Target Value Delivery efforts, resulting in early trade partner engagement, full-envelope and MEP best-value analysis ahead of design completion, and a comprehensive understanding of soils conditions for time-of-year construction near a river of historical, environmental, and cultural significance.
